Marin Housing Authority Executive Director Kimberly Carroll Announces Retirement After More Than 25 Years of Service

October 8, 2025

Marin County, CA — After more than 25 years with the Marin Housing Authority (MHA), Executive Director Kimberly Carroll has announced her decision to retire from public service. She will retire April 2, 2026 in order to support the onboarding of new leadership.

The MHA Board of Commissioners will immediately begin a nationwide recruitment process for the agency’s next Executive Director, with the goal of identifying a successor by early spring.

“This work has been both my calling and my privilege for more than half my life,” said Carroll. “When I joined MHA more than 25 years ago, I could not have imagined the depth of the relationships, challenges, and triumphs that would define this journey. Every success we’ve achieved has been the result of collective vision, hard work, and an unwavering belief in the power of community.”

During her tenure, Carroll has led MHA through transformative progress in housing access, organizational modernization, and community collaboration. Notable accomplishments include:

  • Advancing the revitalization of Golden Gate Village, preserving its history while investing in its long-term future;
  • Expanding the Landlord Partnership Program, increasing participation among property owners and opening new doors for families and individuals;
  • Increasing housing vouchers and programs to address homelessness, helping some of Marin’s most vulnerable residents achieve permanent stability; and
  • Strengthening partnerships with nonprofits, service providers, and local governments to serve the diverse housing needs of Marin residents.

“While stepping away from this work is not easy, I do so with deep confidence in the strength, resilience, and integrity of this organization,” Carroll added. “It has been the greatest honor of my career to serve the residents of Marin County and to work alongside such talented and dedicated colleagues. I look forward to supporting a smooth transition and watching MHA continue to grow and thrive under future leadership.”

“Kimberly’s leadership has strengthened MHA in lasting ways,” said Supervisor Stephanie Moulton-Peters, President of the Marin Housing Authority. “Her commitment to equity, innovation, and service has left an indelible mark on this organization and the community we serve. We are deeply grateful for her decades of dedication and the legacy of stability and compassion she leaves behind.”

Carroll’s leadership tenure as Executive Director began in 2022, following decades of service in senior roles within MHA. She is widely recognized for her collaborative leadership style and her advocacy for equitable, community-driven housing solutions.

MHA will provide updates on the Executive Director recruitment and transition process in the months ahead.
