Board of Commissioners Approval Letter for the Successor Memorandum of Understanding with Service Employees' International Union, Local 1021 ("SEIU 1021" or "Union") for the period of January 1, 2024 to March 31, 2027

SUMMARY: MHA and SEIU 1021 have concluded negotiations and reached the terms of a successor MOU within the parameters given to MHA by the Board. SEIU 1021 members ratified the MOU on May 6, 2024. The current MOU with SEIU 1021 expired on December 31, 2023. The term of the successor MOU is January 1, 2024 through March 31, 2027. 


Under the negotiated successor MOU, effective May 1, 2024, all classifications in the bargaining unit will receive a base wage increase of six percent (6%}. 


Effective the first full pay period after January 1, 2025, all classifications in the bargaining unit will receive a base wage increase of three percent (3%}. 


Effective the first full pay period after January 1, 2026, all classifications in the bargaining unit will receive a base wage increase of three percent (3%}. 


Effective the first full pay period after January 1, 2025, all bargaining unit members shall receive additional wage increases based on the HUD Public Housing Operating Subsidy proration rate announced in the Explanation of December Obligations for December 2024. 


Effective the first full pay period after January 1, 2026, all bargaining unit members shall receive additional wage increases based on the HUD Public Housing Operating Subsidy proration rate announced in the Explanation of December Obligations for December 2025.

 

In addition, Effective the first full pay period after Board of Commissioners approval of this MOU, all bargaining unit members employed on or before January 1, 2024 and are currently in paid status will receive a $2,000 one-time lump sum payment. 


Moreover, effective May 1, 2024, the Authority will change its 125 Plan Allowance.


Effective May 1, 2024, the Authority shall contribute: 

  • 100% of the Kaiser premium at the Employee Only rate regardless of which plan an employee chooses.
  • 90% of the Kaiser premium at the Employee Plus One rate regardless of which plan an employee chooses.
  • 90% of the Kaiser premium at the Employee Plus Family rate regardless of which plan an employee chooses.


To add to this, effective May 1, 2024, the Authority shall cover 100% of the Delta Dental Plan premium for enrolled employees and eligible dependents. 

Effective May 1, 2024, the Authority shall cover 100% of the basic life insurance premium for employees. 


Finally, MHA and SEIU 1021 agreed to add an extra holiday (Juneteenth), as well as the changes in the bereavement leave, vacation payout, and tuition reimbursement policies. 


Enclosed is a "clean" and "red lined" version of the draft successor MOU. 


FISCAL IMPACT: The cost of the salary and medical insurance increases over the term of the contract is approximately $1,200,000.
