About the HCV Program

What is the Section 8 Housing Choice Voucher Program?

The Section 8 Housing Choice Voucher Program provides decent, safe and sanitary affordable rental housing for very low-income families throughout Marin County. Housing is made affordable by assisting the family with a portion of the rent. A family pays approximately 30% of their monthly income for rent and Marin Housing pays the remainder of the rent directly to the owner. Who is eligible for a Voucher?

​Residents of Marin County, who are families, seniors or disabled individuals who are considered very low-income, are eligible. Please see the Eligibility and Application page for more information.​

Chronic Homelessness


​A maximum of 50 HCV applicant placements a year for an applicant family who is experiencing chronic homelessness. Referrals must be made from the Marin County Coordinated Entry (CE) provider (415-491-2574). The CE has adopted a “Housing First” model which requires the applicant to have on-going case management with the County of Marin Health and Human Services.


Involuntarily Displaced:


Victims of Domestic Violence - A maximum of 15 HCV applicant placements a year can be referred by CalWORKS (877-410-8817), or Center for Domestic Peace (415-924-6616). 


Victims of a Natural Disaster - A maximum of 15 HCV applicant placements a year for an applicant who has suffered a local, state or federally declared natural disaster (fire, flood, earthquake, etc.) can be referred by the American Red Cross (800-733-2767). 


State or Federal Witness Protection - A maximum of 5 HCV applicant placements a year an applicant who has been determined by law enforcement or HUD to need relocation due to threat assessment. 


Eminent Domain - A maximum of 5 HCV applicant placements a year for an applicant who has to vacate their housing due to local, state, or federal action. Documents from the government entity must be provided.
