Group A: Federally (HUD) Funded Properties


These properties are subject to federal procurement rules, including HUD regulations under 2 CFR Part 200 and either Davis-Bacon Act or CA Prevailing wage requirements (typically the higher of the two) where applicable.

Note: “AMP1” refers to HUD-designated Asset Management Project 1 (Golden Gate Village), and “AMP2” refers to the Senior/Disabled HUD portfolio.




Group B: State- and Non-Profit-Funded Properties


These properties may be funded through State housing programs, non-profit partners, or local resources, and may be subject to California Public Contract Code, State prevailing wage laws, or specific grant conditions. HUD procurement rules typically do not apply.

Below Market Rate (BMR) Ownership Program


MHA administers a portfolio of Below Market Rate (BMR) ownership units, where eligible homeowners purchase properties at restricted prices. These units are scattered throughout Marin County and resale and repair processes are regulated by MHA.


Vendors supporting the BMR program may be called upon for:


  • Pre-sale repairs or compliance inspections
  • Minor remodeling or upgrades to meet program standards
  • Turnover coordination, painting, flooring, or safety upgrades



Important Notes for Vendors


  • Always check the solicitation or contract to confirm the funding source and compliance requirements.
  • Wage requirements may differ:
  • Federally funded = Davis-Bacon Act and/or California Prevailing Wage
  • State or non-profit funded = California Prevailing Wage
  • Insurance, licensing, and subcontractor rules may also vary based on funding source.
