RAB Minutes August 13, 2025

Called to order: 3:42 pm 


Attendance:

Michael Harris-RAB Chair, Kathleen Wyatt -MHA, Regina Talton-RAB Secretary, Tania Rouin-RAB, Royce McLemore-RAB, Michelle Pupiro-MHA, Ronald Davis- MH/PH, Mark Galperin-RAB. 


Absent: Kevin Gladstone, Thos Chapman

MATTERS OF DISCUSSION 


RAB COMMENTS Due by August 15,2025. 


Michael: Opened with RAB Member Updates: Lynette resigned due to personal reasons. New members are in the works. Will keep RAB updated. 


Mark/ Regina Questioned FAIR HOUSING GOALS: D.1 section of the 5-Year Plan form. 


Kathleen: Explained this section is not required at this time. Also spoke about the MHA data breach, since members wanted that addressed in the Plan. She reported that Cybersecurity is in place. Otherwise, it is an on-going investigation and details cannot be discussed. 


Royce: Questioned the Demo. & Demolition question on the usual Annual Plan report. Not in the 5yr. Plan? 


Kathleen: Responded, it is not on the 5-Year Plan report form, but the revitalization is covered in the progress reports for the Annual Plan and in the Goals for the 5-Year Plan. 


Royce: Questioned the goal to house Elderly and Homeless? Is that voucher supplied? Also, are vouchers being cut? Has The Trump plan had an effect? 


Kathleen: Stated no change yet. Waiting for Congress. Many people are against this Trump plan. Cannot meet goals or house elderly/homeless unless MHA has enough funds.


Michael: Questioned the wording of the plan for RAB info. to comment 


Regina: Would like to know if Sec. 8 has a section for Comments and participation. 


Kathleen: Referred to 2 pages of Goals she has repeatedly emailed to the RAB for comments. 


Royce: Referenced pg.6 of progress report. Marin City meetings with Marin County Sheriff’s Office not active at this time. 


Kathleen: Changed progress report to say “Previously” participated. 


Michelle: Commented, the MCSO has been noticed and enforced laws for parking at MC. Residents and Members need to continue to complain. 


Michael: Asked Royce to submit her concerns as a comment. 


Royce: Agreed. Reported the “200” Day Celebrations. Need MCSO to participate more. Also, Revitalization 6/1-5/31/26? 


COMMENT: Reach Out to MCSO, get community involvement. In order to break barriers to provide programs for the children and elderly. 


Mark: Commented and agreed. Suggested the MCSO and community work together to improve public safety. Recruit volunteers if possible? 


Royce: Will plan to invite MCSO to a Resident Council meeting to get further support. 


Michelle: Commented on the “Unhealthy Living” Royce alleged next door. (Meth house) Wonders why no one has been arrested since Royce calls sheriff.


Tania: Commented with concern of the Marin City and Drug Dealings. 


Michael: Questioned MHA of a 24hr. maintenance line. 


Ronald: Responded, calls are addressed. Emergencies immediately. 


Royce: States she believes 2 more maintenance workers are needed to be effective. 


Ronald: Reports 2 Temp Workers hired. 4 Permanent. There are 2 in Elderly/Disabled complexes. 8 workers Total. Hiring in progress. 


Michelle: Reported the status of the parking lot on Cole Dr. Not yet assigned. People are not responding to the survey that was sent out. 


Royce: Suggested flyers for open parking spaces. Required documentation to obtain. 


Michael: Supports Royce and will follow-up with Thos for comments. Reiterated: Comments need to be into Kathleen via email Friday 8/15/2025. Budget Comments as well.
