    RAB Minutes November 20, 2025

    Called to order: 3:45 pm 


    Attendance:

    Micheal Harris, chair. Kevin Gladstone, Co. Chair, Mark Galperin, Tania Santos da Silva, Thos Chapman, Royce McLemore, Jae Williams, New RAB Member


    Absent: Regina Talton, Sec.


    Micheal Harris (Chair) called the meeting to order at 3:45p.m. 


    October 2025 RAB Mins. Reviewed

    Approved: Royce Motioned for approval and Kevin Second for the Motion for Approval.


    New Member Update: Ms. Jae Williams is an Official RAB member. Also, recruited by Royce Ms. Williams is also a GGV/RC Chair Member. Coagulations and Welcome to the RAB.


    ITEMS OF DISCUSSION 


    Micheal Harris Opened the Review of RAB By laws, Board Recruitment and support for GGV.


    1. Royce is Very Unhappy with the MOU w/MH, still. Ie Burbank and communications with GGVRC. Consulting with an attorney may be needed for this matter.
    2. Micheal stated Board Recruitment be utilized through Thos Chapman (Website Design) for Our RAB and email. Update at next mtg.
    3. The RAB would like to increase the numbers of board members in 2026 to 15 members.
    4. Micheal Also supports the concerns of GGV. While voicing a need for a “Different” approach w/MH. Not to be treated with disregard. Appearing easy or passive. Ie. The 5yr. Plan and Annual is Not for the board only to review and comment. Being done prior back yrs. The RAB has more duties to Families, diss. And Homeless. Marin Housing is Responsible for providing Services to these Populations here in Marin County. Current List being Lost or missing for families waiting a long time or not ever getting MH support for housing.
    5. Suggested The RAB attend the Commissioner Mtg. Tues. Ea. Month.
    6. Suggested the RAB Support GGV/RC mtgs. And discussions w/ MOU. Lawyer update: David Levin is also willing to assist. In this matter.
    7. Micheal would like full Participation of MH 2026, As Kimberly Carroll has not done this year and now is Resigning. RAB should be informed of info, pertinent concerns, and changes. Going forward at least 1x a quarter.
    8. Introduction for the Next Director to the RAB. Formally, if possible. Discussion coming onboard at MH. GGV, AMP11 Properties MH Program Updates.
    9. Micheal would like All attended to reach out as the mtg. Was recorded. Transcribed to Regina Talton 11/24/2025 130p. If anything needs to be changed or added in December Mins
    10. 3:30p or 4th Thursday of the month. Unless, refuted. Update next mtg.
