    RAB Minutes October 23, 2025

    MATTERS OF DISCUSSION 


    1. GGV And M.O.U. with Marin Housing
    2. RAB lmprovement
    3. Section 8 contracts questions

    5. GGV/ RC Royce of GGV/MC
    6. RAB Email & Domain Update Thos has completed the email and is working on the Domain. Michael reports he has spoken to Thos prior to this mtg


    1. Michael expressed concerns of Supporting Marin County Residents:


    1. Unhoused to Housed Residents
    2. Mtg wI Board of Supervisors
    3. Marin Housing Funding?
    4. Annual and 5yr. Plan improvement w/ RAB Input


    Royce:  Reported Jae Moses was Recruited. Jae is currently a RC member of GGV to RAB member.
    Mark Suggested: FSS clients be invited to join the RAB. Also, an Update of the FSS Program to be 1-5 yrs Now.
    Michael      suggested Community Members are Recruited, Not supported by MH.
    Tania:      Would Like the Minutes worded as stated in the Minutes. Agreed.
    Regina      provided information about the Minutes, as MH changes the wording always Nevertheless, took regard and responsibility for Tania's concerns.


    2. Mark Request: a presentation of FSS/MH to Provide Information of the Programs. BOComm. To also be invited for FSS/1st. Home Buyer Program


    Royce  would like Statistics of the ethnic ratio of the Program's success.

    Regina  provided info: Contact person@ MH is; Jenny RhiL recently collected by MH. No return call as of yet

    Marie  Motioned for Supervisors, Commissioner, and FSS members?

    Kevin:  Added, to clarify?

    Michael:  Clarified, How to Invite said groups


    Motion: Approved to Invite said groups to the RAB for Presentation. Michael  questioned the Board of any other Concerns..


    Tania:  Would Like MH to keep Residents/RAB informed of ICEs changes

    Michael  shared experience with Treasure Island arrival and major Protest of it

    Tania:  shared an experience and concern of those affected by ICE's. She would like MH to Inform residents of Funding effects for Sec.8/PH. She Also welcomed Suggestions in the event, More so Updates From ICE & HUD.


    Royce: Quoted Trump's Public Housing. The Elderly and Disabled won't be affected. Leaving Single Families without help? Left to suffer the Homelessness with family (2% ratio of AA in MC)

    Marin Housing Authority and M.O.U. w/MC are in question and need to be addressed. Overall a huge issue.


    Michael responded:  Addressed the Waiting List and Vacancies, Due to ICES? Bringing Families Back to MC?

    Royce:  Responded: Issue of Missing Application The waiting list is Not sufficient.

    Ronald PH  was contacted with this matter, and stated "it was OK."


    Michael Reintegrated  the RAB Improvement: Not just Review and Report Questions Royce, would like the Subsidy Receivers ratio from MH.

    Prior Royce has questioned this issue and has not received a Direct Answer from MH. MH not Responding..

    Burbank has been conducting interviews w/residents regarding repairs and further work til "2029"?


    Ronald contacted  with this matter, again responded: its. Ok.

    Michael  will Inquire of the RAB’s input for the Selection of the New Ex. Director of MH. RAB maybe a part of the final selection Process?

    Tania:  Forwarded RAB members the email from Kimberly Carrol. Also informed the RAB of Misdirected Phone and News Feeds. She also supports Royce w/MH Protecting Residents. 

    Regina:  Questioned the SEC.8 contract 2025. How long has the Utility of 30% allotment been in place? Considering the High Utility costs & inflation?

    Royce reported  1.  The waiting list is not sufficient. 2.  RC & Mtg W/ Kimberly Carrol are not happening. 3. Point system 15pts. If you Return to MC. 4. REPORT OF FIREARMI!

    OVERALL was told People have the right to bear arms.


    Michael addressed  the Policies for Firearms in PH/Sec.8 Further Clarity needed from the Sheriff Dept. of this violation.
