RAB Meeting Minutes for March 26, 2025
Call to Order: 3:44 p.m.
Attendance:

Review of March Agenda/February minutes: Approved
Kathleen requested that Mike Andrews go first to discuss GGV revitalization. Agreed by RAB
MATTERS OF DISCUSSION:
Mike Andrews/ GGV Revitalization update:
- Overview is to Restore property. Burbank has been contracted with the Housing Program. Submitted the RAD application to HUD, and it was accepted. Jan. 2026 the work will start. Working with RC and individual Residents about the project. To keep residents informed via meetings and emails. Three phases. This was included in the Annual Plan Update and will be included in the 5 yr. Plan. Royce: Questions the 5yr. Plan and possible changes. Needs an amendment for tenancy. Mike: Stated that many amendments do not apply to GGV, explained the differences. Will be submitted again in Oct/Nov 2025. An Update of the progress requested monthly, by RAB. Will ask if Mike Andrews can attend meeting again next month, but RAB to provide questions ahead of time and limit discussion to 15-20 minutes.
HUD Funding:
- Royce: Questions the effects of this from HUD/Washington? Mike: expressed the overall effects currently: Sec.8 is not affected as of yet. GGV thru the RAD Program are uncertain as of yet. President resolution to fund at 2024 levels. An update with changes requested going forward.
Royce: Training Program and Union for Resident Workers
Are there Funds for these types of programs? Mike: Stated the construction and carpentry have some assistance. Royce: Would like to see Residents have the opportunity to assist within these programs. Also, concerns of the Plumbing exterior/Interior. Mike provided the plan of Replacement. The Water District owns portions of the exterior pipes. Kathleen suggested some of these issues can be addressed at the RC meetings. Michael asked if Mike was a consultant. Yes, he is under MH/HUD. Mark: Commented the GGV answers for Royce’s questions were necessary, in support of GGV/PH.
Housing Locator Duties: Susane Joyce responded.
The Housing Locator program is currently understaffed. Ronald Davis provided an update on GGV staffing. Regina provided an update with the locator's assistance. She has now located a possible new apt. Regina expressed the referral for assistance with Security Deposit has failed with agencies. Due to No Funds. Nevertheless, will continue to comply with referral system. Michael requested an update with the progress of Sec. 8 staffing, Monthly as Staff is down.
Logo & Email: Thos provided a proposed email. RAB Approved.
RAB Budget/Laptops: Kathleen reports, No RAB specific Budget. Will review requests for printing for the new Logo. No other laptop issues besides Regina. Kathleen states one has been ordered.
5 yr. Plan update: Kathleen sent the current draft version but not discussed. Will update monthly.
RAB Mtg. in house: Tentative May 2026. Kathleen will provide a date
AMP2 Recruitment Update: Michael will coordinate recruitment. Kathleen will send him contact info for Molly at Casa Nova and community meetings schedule.
Michelle Pupiro: Housing Portfolio Director for Public Housing. Contact information provided. Introduced to the RAB. Working in the Marin Housing Authority. Antoinette is no longer with MHA.
RC STATUS:
Royce reported that an election was held and 3 out of 8 candidates were selected. Those 3 can select 2 more members.
