Regular Meeting: February 26, 2025 - DRAFT

Call to Order: 3:36 p.m.

Review of February Agenda/January minutes:

Royce asked that the RAD application inclusion in the Annual Plan be added to the agenda.

Minutes otherwise approved.

MATTERS OF DISCUSSION:

Mark wants info about the RAD application inclusion in the annual Plan.

Royce informed the RAB of the RAD application requirements. RAB informed of her concerns. She will provide an update after further investigation.

Michael opened with the 5-year Plan.

Kathleen provided documents and explained the details. In sum; Not yet complete. (2pgs. W/ 5 goals) Each member was also emailed the Draft. Kathleen provided a breakdown of the info.
Royce questioned: The #’s and % of the MH responsibility. As well as the RAB concerning these docs. Also commented on the Public Housing Maintenance Services.

Kathleen States: The RAB requires comments on the 5 Year Plan once it is complete. Michael and Mark requested we stay on top of this issue by obtaining more information from MH. Helping to Improve RAB’s role. Kathleen agreed to keep us informed.

Ronald Davis addressed issues concerning public housing issues: Maintenance workers lack of skills. Ronald requested proof of the workers accused of not performing their duties.

Tania questioned reduction of services w/MH. Sec.8 and Disaster Program due to Trump administration cuts.

Kathleen states she is not aware of any at this time. Michael commented on the Overall HUD issues via media are currently on Hold. Not yet affecting participants directly. Requested MH inform the RAB when they become aware of any effects in sight.

Kathleen gave Further discussion and info. of the emailed doc.

Regina questioned services on Sec. 8. Susanne Joyce will provide referral for a locator and assistance programs. Tania provided input of prior assistance.

Royce requested a monthly update of the finishing of the 5-year plan goals

HUD FUNDING:

Michael reports this issue is on hold. Until further updates

RECRUITMENT

RAB Recruitment for AMP2: Still going slow. Molly from Casa Nova was referred by Royce. Michael agreed. Will follow-up.
Michael requested a list of the mtgs. at AMP2 from Kathleen, she will provide.
Tania offered her time to do outreach to help with this. Very appreciated by the RAB.

RC STATUS:

Royce informed the RAB that the RC disbanded in Dec.2024. On March 5, 2025 there will be an election for new members. A ballot celebration prior to the election. Information Night went well. Engaging resident participation. Guests present from known colleges and would like to help the programs at GGV/ WHAP Inspiring more funds for more growth and leadership. Looking into stipend for residents who help translate at their mtgs. And help the Vietnamese population.

Open Discussion:

1. Mark informed the RAB of the Funding cuts of Sec. 8 as well as a way to freeze the cuts Congress wants to pass. Michael Request an email to each member present today. He will comply.

2. Kevin informed RAB of the article published by the Center on Budget and Policy Priorities/Housing Policy News. He questions its effect on us. Michael requested him to send each member a copy of the article.

3. Royce requested documentation of 2 corrective actions from audit of 2023. MH required to provide. Kathleen will provide at the next mtg.

Mark would like to know if the RAD Application is subject to public records act (FOIA)? Kathleen will follow up.
