1251 S. Eliseo Drive is a recently renovated property with 43 units of Permanent Supportive Housing for persons who are chronically homeless, funded by the State of California Homekey Program. The Single Room Occupancy (SRO) apartments include private bathrooms, microwave, refrigerator, bed, and modest furnishings. The property has onsite parking, courtyards, a community room, a community kitchen, laundry, and views of the Corte Madera Creek. In addition to onsite property management, the property has a robust services program that includes case management, supportive services coordination, behavioral health, and social programming.


Project Homekey is a California state program that funds housing for people experiencing or at-risk of homelessness. At this property, the sponsors have committed to serving only Chronically Homeless households. Chronically Homeless under Homekey is defined in accordance with Part 578.3 of Title 24:


  • A homeless individual with a disability as defined in section 401(9) of the Mckinney-Vento Assistance Act (42 U.S.C 11360(9)), who:
  • Live in a place not meant for human habitation or in an emergency shelter, and
  • Has been homeless and living as described for at least 12 months or on at least 4 separate occasions in the last 3 years, as long as the combined occasions equal at least 12 months and each break in homelessness separating the occasions included at least 7 consecutive nights of not living as described.


  • Chronic homelessness does not include people who are unstably housed, couch-surfing, or living in overcrowded, unaffordable, or substandard housing.


Additionally, this property will serve the Target Population under the Homekey program. Homekey defines the "Target Population" as follows:


  • "Target Population" means individuals and families who are "homeless" or "at risk if homelessness", as those terms are defined in Part 578.3 of Title 24 of the Code of Federal Regulations. and who are inherently impacted by or at increased risk for medical diseases or conditions due to the COVID-19 pandemic or other communicable diseases.


Applicants must meet both the Homeless Target Population and he Chronic Homelessness definition to be eligible. Sixteen of the units are further reserved for chronically homeless individuals with Serious Mental Illness receiving services through Marin's Behavioral Health and Recovery Services. This project will be filled through Marin's Coordinated Entry system. Coordinated Entry is a process for streamlining referrals to, prioritizing, and assigning homeless housing resources. Chronically homeless individuals with a verifiable disability can self-refer to Coordinated Entry by emailing ce@marincounty.org or filling out the form at https://housingfirst.marinhhs.org/contact-us and requesting an assessment. If you have already completed an assessment with Marin Coordinated Entry you do not need to complete an additional assessment to be considered for this property. Only those prioritized by Coordinated Entry will be added to the waitlist for this property.
