Below Market Rate (BMR) Home Ownership Program
The BMR Home Ownership program offers low and moderate-income , first-time homebuyers the opportunity to purchase specified condominium units in Marin County at less than market value. Marin Housing administers the sale of newly constructed units as well as previously owned units being offered for resale. There are approximately 300 homes in the program located throughout Marin County.

Eligibility Information

To be eligible to purchase a home through the BMR Program, you must meet the following guidelines:

  • You must be a “First-time Homebuyer”, defined as a borrower(s) who has not had an ownership interest in a principal residence in the past three years.
  • ANNOUNCEMENT regarding 2015 BMR Application

    Applicants must provide a Certificate of Completion from a HUD-Approved Homebuyer Education Workshop.

  • Your total gross household annual income must fall below the current income limits established for Marin County, published by HUD each year.  Please note:
  • THE 2015 INCOME LIMITS will be published by HUD in February 2015, at which time the BMR Program Income Limits and BMR Program Application will be provided on this web page. Please check back to access the 2015 Application.

    THE 2014 INCOME LIMITS were effective as of  12/18/2013, and will be updated as soon as the 2015 figures are released by HUD. The Income Limit for the BMR Program is 120% Area Median Income; however, some units will be priced for and have an Income Limit of 80% of Median.

  • You must have cash and savings available equaling approximately 5% to 10% of the purchase price to cover down payment, closing costs and reserves.
  • You must be able to qualify for financing through a BMR lender based on your verifiable income and credit standing.
  • Your assets, as well as income, will be reviewed to determine eligibility.
  • You must live in the home as an owner-occupant. You may not rent or lease it to another party; to be monitored by Marin Housing.
  • To qualify for a 2-bedroom unit, you must have at least 2 members in your household and to qualify for a 3-bedroom unit, you must have at least 3 members in your household.

Print the BMR application from the link below, (2015 Brochure and Application to be available in late February 2015)- please check back! Complete the application and mail it along with a check for $25.00 to: Marin Housing, BMR Dept., 4020 Civic Center Drive, San Rafael, CA 94903.
