Below Market Rate (BMR) Home Ownership Program

The BMR Home Ownership program offers low and moderate-income , first-time homebuyers the opportunity to purchase specified condominium units in Marin County at less than market value. Marin Housing administers the sale of newly constructed units as well as previously owned units being offered for resale. There are approximately 340 homes in the program located throughout Marin County.

Please Note: Applicants who live or work in Marin County will be drawn in the First Priority Group for these Marin County Affordable Housing Units. All other applicants will be drawn in a Second Priority Group.

 Marin Housing will administer a total of 17 Below Market Rate home sales (16 3-BR Townhomes & SFDs, and one 2-BR unit).

How do these BMR homes come into the Marin Housing First-Time Homebuyer Program?

When a developer is building a new development, they are required by the local jurisdiction to provide a certain percentage of the total units being built to the BMR Program, to be sold as affordable housing units.


In the case of theStrand, a development consisting of 3 and 4-bedroom homes, the City required the developer to provide units of similar bedroom size to the BMR Program. There will be approximately 15-17 BMR homes sold at theStrand, including 3-bedroom BMR’s and possibly one 2-bedroom unit, sold through Marin Housing’s First Time Homebuyer BMR Program.

 


BMR Program Eligibility Information

To be eligible to purchase a home through the BMR Program, you must meet the following guidelines:

  • You must be a “First-time Homebuyer”, defined as a borrower(s) who has not had an ownership interest in a principal residence in the past three years.

  • Submit a complete 2016 BMR Application, including the Homebuyer Ed Certificate, and check for the $25 annual BMRapplication fee.

  • Note the REQUIREMENT for Homebuyer Ed Cert: 
    Applicants must provide a "Certificate of Completion" from a HUD-Approved Homebuyer Education Workshop, which is due at initial application to the BMR program and then every 3 years thereafter.

  • Your total gross household annual income must fall below the current income limits established for Marin County, published by HUD each year.  Please note:

  • THE 2016 HUD INCOME LIMITS, effective 3/28/2016  
    The Income Limit for the BMR Program is 120% Area Median Income; however, some units will be priced for and have an Income Limit of 80% of Median.

  • NEW REQUIREMENT: You must complete a HUD-certified Homebuyer Education course (see list below) and have obtained a Certificate of Completion (to be submitted with your BMR Application). The Certificate is valid for 3 years.

  • You are advised to have cash and savings available equaling at least 5% to 10%of the purchase price to cover down payment, closing costs and reserves.
  • You must be able to qualify for financing through a Participating BMR Lender based on your verifiable income and credit standing.
  • Your assets, as well as income, will be reviewed to determine eligibility. A percentage of certain assets may be factored into your income.
  • You must live in the home as an owner-occupant. You may not rent or lease it to another party; to be monitored by Marin Housing.
  • To qualify for a 2-bedroom unit, you must have at least 2 members in your household and to qualify for a 3-bedroom unit, you must have at least 3 members in your household.
